WEB NEWS
GREETINGS NLA WEBBERS or WEBBIES:  The NLA Web Site had 425 hits last month.   That means that either each member visited the site approximately six times, or that after subtracting Bill H's and Susie M's site visits the other members visited the site once in the last month.   All kidding aside, we hope that you are enjoying the Web Site and taking advantage of all that it has to offer.

In addition to keeping you up to date on NLA and industry matters through direct e-mail, current membership info, web newsletters, events and special events calendars, the Links Page provides access to a variety of useful online resources that can provide you with immediate reference information without ever having to leave your desk.   The Links Page is currently indexed to seven information categories.   Whether you need to find info on a corporation, look up a courthouse address/phone #, review State Statutes/USC/CFR/ Federal Register, visit the Library Of Congress, check out other Industry Associations, read some mining journals, convert your Mexican or Canadian pesos, get IRS tax forms, look for a job, or learn more about the Internet and how to search it, you can do it all from your NLA Links Page.  If you are not using the Links Page on a regular basis, you are likely missing out on some real time saving tools.   So if you haven't done so yet, please take thirty minutes or so, and check out the online resources that can be accessed from the NLA Links Page - You will be amazed at the scope of information that is immediately available with a few key strokes.  For quick reference make sure to bookmark the Links Page, or even better add the bookmark to the Personal Toolbar Folder in Netscape or the Links Tab on the Internet Explorer address bar.

We are always looking for new resources to add to the Links Page.  Please share any sites that you think would be useful to the membership.  Does anyone know of a good weights and measures conversion site, or any additional job bank listing sites?  E-mail your contributions to wghouston@juno.com.

NLA WEB SPONSORS PAGE:  It is planned to have the SPONSORS PAGE up and running during March.  So don't miss out on this opportunity to promote your business/company and support the Association.  One-year ads running from March through February are only $100.   Please take a look at the demo page by going to the following URL: http://nvlandman.org/nlasponsor6.html.  Please get your ad information to Bill Houston ASAP at wghouston@juno.com or call (775) 746-2434.  Payment should be made out to NLA and sent to P.O. Box 21351, Reno, Nevada  89515-1351.

SITE LISTING:  Some progress has been made in getting the NLA Web Site cross linked from other industry related sites with links now active on AAPL, GSN, NPS, NWMA, RMMLF, WYMA.  Requests have also been made to the Nevada Mining Association and the National Mining Association.  Please let us know if you have any suggestions for other possible sites to link from.  Work has started on listing our site with Internet search engines. As many search engines take quite some time to get around to indexing newly submitted sites it will be awhile before the NLA Web Site is fully indexed and searchable.

As always your suggestions and comments are always welcome - Bill H.

ROCKY MOUNTAIN MINERAL LAW FOUNDATION
The annual institute will be held in Vancouver, B.C. on July 20-22, 2000 in Vancouver, BC, Canada. For more information, call the Foundation at (303) 321-8100, fax (303) 321-7657 or e-mail info@rmmlf.org.  Remember that RMMLF site can be accessed through a link on the NLA Links page.

LEGISLATIVE MATTERS
It is hard to believe, but I think we have made it past the worst of the crush on legislative rule-making necessitating industry comments.  No doubt the radar screen will fill back up quickly, but for now, the next comment deadline is as follows:

Federal Register, March 3, 2000, Vol. 65, No. 43, 11676: Concerns the National Forest Service’s conclusion that “it must thoroughly review its forest road system policy”.  Please use your Links page of the Website to get to the Federal Register and print a copy of the proposed rules.  The comment deadline is May 2, 2000 and you will have bullet points sooner than you did for 3809!!

In other news, the State of Idaho was not permitted to go forward with a lawsuit against the U.S. Forest Service asking for more time for public comment on the massive roadless plan.  The court said that there must be a “final agency action” before the court can intervene.  The court did direct the Forest Service to “make every effort to ensure that the process [NEPA] is properly implemented with reasonable time frames to allow meaningful participation by the public.”  Judge Lodge also said “It appears at least arguable to this Court that the Forest Service may be inviting error and a necessary review of its actions by ignoring the objections of the Plaintiffs for a meaningful scoping process.”

It ain’t over till it’s over!
Susie Mason
Legislative/Regulatory Issues Chairman
