AMERICAN ASSOCIATION OF PROFESSIONAL LANDMEN

AAPL's Board of Directors has instructed the Executive Committee to immediately begin the process of finding a new AAPL executive Vice President to be based in Fort Worth.  A search committee, co-chaired by President Eric Hanson and First Vice President Mike Conley has been formed with a goal of naming the new EVP by December 1, 2000.

AAPL has issued an official request for suggestions and/or resumes of qualified individuals.  Candidates should have an impressive professional background, extensive land experience, management and communications skills as well as a history of involvement in AAPL and/or a local association.

Resumes or suggestions should be sent to Eric K. Hanson at Hanley Petroleum, Inc., 415 W. Wall Street, Suite 1500, Midland, TX 79701-4455.

LEGISLATIVE MATTERS
3809 Regulation Rewrite - Latest word is that the 3809 FEIS went to EPA for review and the printer on or about October 10, 2000.  A rider attached to fiscal year 2001 appropriations bill (HR 4578), signed into law on October 11th by the President, contains language that says the regulations are to be "not inconsistent with" the NRC recommendations.  The rider also takes exception to an Interior Department solicitor's decision (12/8/99) asserting that BLM's regulations must be consistent only with the tenor of the NRC report, not just with the seven NRC recommendations.

NLA WEB NEWS
E-Mail Problem - NLA online members experienced problems with a series of unwanted e-mails during the month of October.  The problem was traced to a single source at an e-mail screening/security service company server.   Although thoroughly annoying, the service company was able to remedy the glitch with their server fairly quickly, without any continuing issues.  For a more detailed explanation of what happened, please refer to the "What's New" page of our web site.

NLA  regrets the inconvenience to our members but wants to reassure you that this problem was not the result of our membership list being posted on the web.  Our password system is working.  This problem also was not a virus.

At Mike Hamilton's suggestion, however, Susie Mason has divided the mail list into 10-person increments so that someone receiving an e-mail from NLA does not receive all the e-mail addresses.  This posting method will be used for the October and subsequent newsletters.

It is believed that this problem was a unique one and it should not occur again.

On a much brighter note:  LR2000 can now be accessed via the net.  Go to this address and follow instructions:  http://www.blm.gov.lr2000/.  There are also  links to this site on the NLA "What's New" and "Useful Links" pages.

ROCKY MOUNTAIN MINERAL LAW FOUNDATION
Rocky Mountain Mineral Law Foundation publishes a biannual journal, the Public Land and Resources Law Digest, which reprints law review articles of current importance to the natural resources professionals which might not otherwise come to your attention.  As a new service to RMMLF members, Mark Holland is sending out an E-Mail twice a year listing the articles.  If you are a RMMLF member and want to be notified of this publication, please contact Mark at mholland@rmmlf.org.
