LEGISLATIVE UPDATE
Final 3809 Regulations

As all of you are aware, the final 3809 regulations were published in the Federal Register on November 21, 2000 to become effective January 20, 2001.  A side-by-side comparison of the regulations as proposed on 2/9/99 and as finalized on 11/21/00 is available in either Word or Word Perfect format.  Please contact Susie Mason (smason@nvlandman.org) if you want this comparison.

BLM is planning special workshops for the public.  Although the schedules are not published yet,  there will be a special announcement when the dates and locations are known.

Final Forest Service Planning Rules

The final rule was published on November 9, 2000 and made effective immediately.  Please use the NLA Links for Landmen page to the Federal Register for 11/9/2000 and look under Forest Service for these final rules.

Final Roadless Initiative EIS Issued

The U.S. Forest Service released the final Environmental Impact Statement for the Clinton Administration's Roadless Initiative on November 14, 2000.  Documents can be accessed by e-mail or ordered as follows:

Printed copies will be available for review at all Forest Service offices and 10,000 public and municipal libraries nationwide or call 1-800-384-7623 or 1-703-605-5299 to get a printed copy, summary or a CD.

Late Breaking Security Issues:

A number of new security holes affect Internet Explorer and some versions of Windows. These flaws could allow hackers into your machine with a single click of your mouse.  The hacker could take over your computer and even reformat your hard drive.  A malicious hacker could trick you into clicking a specially crafted link at a Web site or in an email message formatted in HTML.  And you would be vulnerable to the attack if you use any version of Internet Explorer including the latest version 5.5.

The problem stems from a flaw in the Java Virtual Machine that works with Internet Explorer.  The purpose of the Virtual Machine is to run Java applets securely.  However, this flaw would let a malicious hacker bypass the VM's security to wreak havoc on your machine.

To determine which patch to implement to protect yourself you need to determine the version of the Virtual Machine your system has.  Go to microsoft.com/technet/security/bulletin/fq00-075.asp to determine the version of VM and microsoft.com/technet/security/bulletin/ms00-075.asp to get the necessary patch.

Another problem affects a windows utility called HyperTerminal, an older program that lets you connect to a remote PC using DOS-like commands.  It ships with Windows 95, 98, and ME.  Again, a malicious hacker could create a link on a Web site or in an email message formatted in HTML that would secretly start up HyperTerminal, deliberately crash it, and allow the hacker to run arbitrary code on your system. You need to visit microsoft.com/technet/security/bulletin/ms00-079.asp to get the patch to fix this bug for your particular windows system.
