Memo from the President
It has been a busy month!  The NLA and MALRI executive committee meetings were successful;  many thanks to Edd Jackson and the Euro Nevada staff for hosting us in their offices and the lunch was great!  The new officer slate is also taking shape.  The president, vice president, and secretary slots are open with numerous members being considered.  Conn Davis will be running for Treasurer — thank you Conn!  Richard Thompson would like to continue as RMML representative but would relinquish the slot.  A NLA member in Denver would be a logical choice — any takers?  Give Dan Schneider or myself a call if you are interested in serving the association.

The next NLA meeting will be held on November 16 at Rutherford's Ol' South.  Susie Mason will outline the most recent and pressing issues for the membership to address in a round table forum.  Topics will include: 
 

  1. President Clinton' proposal to designate 55 million acres of USFS road-less areas as "Legacy Lands". 
  2. The revision of mining claim procedures as outlined in Locating, Recording, and Maintaining Mining Claims or Sites as Published in the Federal Register on August 27, 1999, pages 47023-47046.   The comment period will end on January 24, 2000.
  3. The BLM has also reopened the comment period on 43CFR3809 regulations for 120 days. Written comments should be sent no later than February 23, 2000 to the BLM.  For online information go to http://www.blm.gov/nhp/Commercial/SolidMineral/3809.
  4. The National Academy of Sciences Report, The Millsite Opinion, and other late breaking changes to the laws, rules, and regulations that we work by. 
  5. If you have finished any comment letters on the above please consider bringing copies to the meeting for distribution.

Bill Houston and I checked on the 17th floor meeting rooms at the Peppermill for MALRI next March 16 & 17 and found them to be intact.  We are in the Peppermill reservation computer, despite employee turnover.

NOVEMBER MEETING AGENDA
To supplement what Greg referred to above, this meeting will be a round table discussion of the membership to come up with comments and responses on a variety of legislative issues facing the mineral industry.  Susie Mason will lead the discussion covering such issues as Claim Recordation Rulemaking, 3809 Regulations, Interior Appropriations Bill, Legacy Lands Legislation and other issues.  If you do not have information regarding these issues, please give Susie a call at (775) 824-4000.  We encourage your attendance and involvement in trying to deal with issues which will affect the future of our industry.

 
HIGHWAY CLEAN-UP DAY!!!!!!!!

The highway clean-up day occurred on October 16th and thanks to Roger Gash, Susie Mason, Cy Wilsey, Greg Ekins, and Tracy Guinand for volunteering their time and efforts.  See photos on the web page!
